Administrator
- The City Administrator is appointed by the Mayor and confirmed by the City
Council. The City Administrator is responsible for the day
to day operations of City Government. The departments
responsible to the City Administrator include: Fire, Police,
Engineering & Street & Alley, Parks & Recreation, Development
Services, Personnel, City Clerk and Finance. The City Administrator serves as the conduit between the Legislative Branch of City Government, the City Council, and the various City Department heads. The Administrator is responsible for all Fire and Police Personnel appointments as well. The City Administrator works closely with the Mayor and the various department heads in preparing and presenting the annual City Budget. The Administrator also reviews and makes recommendations to the Mayor and City Council on all issues that come before the Mayor and Council for the action. The City Administrators office is located on the second floor of the City Building and office hours are from 8 a.m. to 5 p.m. City Clerk - The City Clerk is appointed by the Mayor and confirmed by the City Council. Under Nebraska law, the City Clerk is responsible for fulfilling administrative responsibilities relative to the records management function associated with City government. The City Clerk is responsible for managing the official records of the City of Hastings. This includes recording all proceedings or City Council meetings, serving as the legal custodian of official records; including minute books, ordinances, resolutions, contracts, agreements, conditional use permits, liquor licenses and deeds. Finance - The Finance Department is under the direction of the City Treasurer. This department processes all department deposits and receipts. The City's invoices are paid and processed through this office along with all payroll and financial reports. The Finance department consists of two employees and also houses the personnel technician. The City Treasurer is appointed by the Mayor and confirmed by the City Council. The City Treasurer is responsible for all aspects of the City's finances. She handles the investments and banking for the City, prepares billings for special assessments and assists the City Administrator with the preparation of the annual budget and State budget forms. |
