Under the general supervision of the Director of Engineering, coordinates construction projects with developers, contractors, and commercial/industrial utility customers.  Supervises the office and field work of utility locator, and assistant engineers relating to surveying, drafting, design, and construction of the electric, street light, gas, water, sanitary sewer utility system installations, street paving and storm sewer construction.

qualifications

Any combination of training and experience equivalent to eight years experience coordinating engineering activities related to electric, street lighting, gas, water, sanitary sewer utility systems, street paving, and storm sewer . Minimum of two years of related technical or college training in Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field.  Must possess valid State driver’s license.

Essential Functions of the Job

  • Coordinates construction projects with contractors, developers, consultants, major highway widening projects, utility plant improvements, and utility commercial and industrial customers.  Reviews design drawings prepared by consultants for projects as they interface with city streets and utility installations.
  • Supervises Assistant Engineers and Utility locator.  Duties include scheduling work, evaluating personnel, task assignments, discipline, conflict resolution, coaching and training, job interviews, setting performance standards, and running department staff meetings.  Responsible for quality of department drawings produced.  Oversees maintenance and updates to maps, drawings, and charts.
  • Assists developers with utility and paving questions for new subdivisions.  Prepares developer agreements and tracks developer progress and releases liens.  Communicates with developers and commercial and industrial customers regarding developer agreements, water, sewer and paving districts, out of district fees and policies on gas, electric, water, sanitary sewer, and street light installations along with street paving and storm sewer. Writes letters to developers and commercial and industrial customers to accurately describe the proposed scope and cost of a construction project.
  • Prepares and reviews preliminary and final design of utility and street paving construction projects, which includes preparation of material and construction specifications, drawing review, and preparation of bidding documents.  Assist in contractor bid evaluation. Makes recommendation to management for electric, street light, natural gas, water, sanitary system improvements, extensions, and expansions, street paving and storm sewer work.   
  • Performs contract administration for construction projects. Supervises the inspection of contractor’s work to insure that materials and quality of work conforms to design specifications. Insures that inspectors keep a log book which documents construction progress and issues.  Assures that inspectors properly document field changes and revise design drawings.  
  • Writes legal descriptions and negotiates for easements. Prepares railroad agreement applications.  Estimates and prepares cost estimates, work orders, and associated documents for construction projects.   Assists with preparation of the six-year capital improvements program and capital budgets.  Assists in reviewing engineering standards and drawing standards.
