Under the supervision of the Director of Engineering, performs a variety of professional civil and environmental engineering work associated with Electric Power Generation, Electric Distribution and Transmission, Water Production, Treatment and Distribution, Wastewater Collection and Treatment, Natural Gas Distribution and Municipal Sanitary Landfill systems.  Work also includes management of City of Hastings Superfund Activities. Provide management, supervision, and enforcement of regulatory State and Federal programs in Air, Water, Wastewater, Solid Wastes, and other Hazardous Waste Materials for various City and Utility departments.  This includes permitting, compliance reporting, program development and training. Design of Electric Power Plant Air Emission control and monitoring systems, Municipal Sanitary Landfill systems and other Environmental projects related to City and Utility Operations.

qualifications

Bachelor of Science degree with major emphasis in civil, environmental, biological systems, or mechanical engineering from a university or college; three to five years’ engineering experience required. Supervisory experience preferred; must possess and maintain a State of Nebraska Professional Engineering License; must possess and maintain a valid driver’s license.

Special Requirements

Possession (or ability to obtain within 12 months) the following certifications:

  • Asbestos Construction Supervisor license from the Nebraska Department of Health and Human Services
  • Monitor Well Technician license from the Nebraska Department of Health and Human Services.
  • 40 Hour Hazardous Materials Response certification as per OSHA Guidelines 29   CFR 19010.120.

Essential Functions of the Job

  • Manage and supervise environmental staff and solid waste superintendent.  Management and supervision shall include scheduling, setting performance standards, personnel evaluations, assignment of tasks and duties, discipline, and conflict resolution, investigating misconduct, training, coaching, team building, hiring, and safety enforcement.
  • Provide management oversight, direction, planning, and budgeting of city and utility environmental compliance programs.  This includes but not limited to employee training, public education, board and council presentations, and negotiations with federal and state agencies.  This also includes development of compliance strategies, risk assessments, action plans and leading environmental audits. Provide liaison duties as required with external and internal stakeholders related to applicable city and utility operations.
  • Identify and implement innovative methods to reduce costs and increase efficiencies while protecting public health and environmental protection. Evaluate process improvements based upon data from effective performance measures.
  • Provide for the development of environmental operating permits.  This includes management, planning, and implementation of compliance monitoring and reporting as it relates to all applicable federal, state, and local environmental operating and compliance programs. These programs include but are not limited to the federal Clean Air Act, Clean Water Act, Safe Drinking Water Act, Toxic Substance Control Act, Resource Conservation Recovery Act, and Community Right to Know.
