SUMMARY

Under the supervision of the Director, performs technical and supervisory work involving all aspects of the Water and Gas system construction crews.  Oversees underground maintenance and capital projects.  Ensures quality of department work and compliance with all local, state, and federal rules, regulations and codes.

Qualifications

Any combination of education, training, and experience equivalent to 5 years’ experience in planning, design, construction, and maintenance of natural gas, or water, and sewer underground piping.  Three years or greater of supervisory experience preferred.

Essential functions of the job

  • Supervisory duties for all personnel in the gas and water construction crews including scheduling, evaluating personnel, task assignments, scheduling, discipline, conflict resolution, coaching & training, team building, interviewing for hiring personnel, investigating misconduct, setting performance standards, and oversees safety of crews and general public.
  • Oversee installation of underground assets including gas, water, sewer infrastructure and electrical underground conduit.
  • Administrative duties include responding to phone calls and emails, preparing, reviewing and approving reports, ensuring accuracy of records, ensuring construction practices and procedures meet all standards, regulations and codes for the gas and water industries, assists with preparation of the one and six year capital and maintenance budgets, and assists with preparation of specifications and bid documents.       
  • Review capital construction project plans and vet with engineering. 
  • Interaction with the public including answering questions on work completed, Utility policies, and dealing with angry and irate customers.
  • Professional interaction with salesman and vendors including coordination of services and acquiring information and pricing for materials and equipment.
  • Coordinate, prioritize, review, and schedule the construction activities of the Gas and Water Construction Crews.
  • Assist and coordinate PHMSA regulated programs and policies.
  • Investigate, categorize, and document underground damages for annual reporting.

special requirements

  • Must possess valid driver’s license.
  • Master Gas Fitters license and Grade 2 Water Operator License or Equivalent when eligible.
  • Must reside within 30 minutes of duty station, per Google Maps, within six months of date of hire.

This is a full-time, FLSA exempt (salaried) position.
