Codes, Plans & Guidelines

The Planning & Zoning Department is responsible for managing the footprint of the city. This is where you'll find a wealth of information about the city's comprehensive plan, codes and zoning permits, and more.

For basic construction projects or some larger construction projects that meet all the zoning codes and regulations, you will only be directed to pull a Development Permit (DP).  If your project is more complex and you first had to provide full building plans to attain approval with a zoning regulatory board, you will likely finish with pulling a DP.  Refer to the State Architects and Engineering Act to see if your project will require plans to be prepared by a licensed professional. A DP can be submitted online and will be reviewed by relevant City departments.  The DP does not require a board or City Council approval; instead, staff will coordinate the review and approve the permit.  You will be asked to revise your construction plans to better meet our building & zoning codes if issues are found.  Below are the relevant City of Hastings building, electrical, gas and plumbing codes for which your project must comply.
